1. Preheat the oven broiler or outdoor grill. Combine the ingredients for the spice rub.

2. Rub the spice mixture onto both sides of the flank steak.

3. Broil or grill the steak for 4 to 6 minutes for rare, 6 to 9 minutes for medium, or 10 to 12 minutes for well done, turning once.
